Angola: living in a continuous-dichotomy between reality and illusion.
By Prof. N’gola Kiluange
Washington D.C– The regime of Eduardo dos Santos, in its vain and pretentious propaganda, has been faking fear the Obama Administration …
Now, if indeed that was the case, Luanda would never have sent to Washington D. C Jorge Chicote (Minister of Foreign Affairs ) … without any decision-making power or relevant position within the structure of the MPLA’s political Bureau.
Ladies and gentlemen, in Angolan capital … nothing is done by mere coincidence – absolutely nothing!
Dos Santos made a bluff with the White House and sent instead, Abraham George (Minister of economy)- to deal directly with the Central Bank of the United States (US Federal Reserve Bank).
While it was up to Chicote to entertain, especially, the State Department and the American NGOs with stunning answers about the accusations of serious human rights abuses and rampant corruption in Angola, in the third edition of the Conference Angola Day organized by the Woodrow Wilson Center.
But, the U.S. Government reacted and Bank of America, on a recommendation from the Federal Reserve, issued a statement days after finishing in Washington the ministerial delegation’s visit from Angola … that started in the second week of November.
According to the VOA, Bank of America has been suspecting that the dollars sold to the Angolan banking system are “financing capital laundering and terrorism”.
To what extent this “trick” of Eduardo dos Santos was a foolish idea, blessed by the expensive services of British-American lobbyists hired by the Angolan diplomatic representation in Washington DC, just a very near future will be able to determine.
And, without a doubt, the American policy of ” dressing-down behind closed doors” seems to have a real opportunity here to germinate tangible results, if the sale of dollars cutting to Angola prove to be effective.
Let’s not forget also that Obama has less than 13 months to the end of his term of Office, and of course … José Eduardo dos Santos will try to profit from it by making a compass of waiting to see if he can get better political and commercial deals with the next U.S administration.
There are two scenarios here to take into consideration – the degree of instability in Syria and the growing threats of international terrorism, especially in Africa, can serve as a Carte Blanche to dictators, as Eduardo dos Santos, to continue to impose political , economic, social and military legitimacy to its own people. .. ever obtained in any election constituency.
And the biggest danger in all this is that from now until August 2017, the date set for the next general elections, a lot can happen.
But, it is imperative that Western countries have notion of the risks inherent in the permanence of Jose Eduardo dos Santos in power.
Praise him, mainly, by contributing military forces in the Great Lakes Region (ICGLR), without prior authorization or consultation with the legitimate representatives of the Angolan people in the national Parliament, “in exchange for” a pseudo democracy – is the greatest curse that one may wish to more than 22 million souls of a country ruled by terror and force of weapons.
Essentially when the President of the Republic still has the possibility of transforming the country into a theater of war by proxy (proxy war) between the West and Russia.
If the arbitrary arrests and unfair trials of our civic activists (15+1 political prisoners) do not serve as indicative of a dysfunctional judicial system, then the international complicity (mainly the traditional customers of Dos Santos) is a controversial fact here!?
Along with the rampant corruption and embezzlement embarrassing of our public funds (promoted by the head of Government!), the Angola’s Magna Carta is probably the largest instrument injurious to social stability in the country, by giving exaggerated powers to the President of the Republic.
How to understand then that a society believed to be governed by laws allow the General State Budget (GSB) to 2016 “allocate” (in the sense of making available) 40% of its monetary funds to the Presidency of the Republic and consents that the Chief Executive rules against the National Parliament to supervise all government projects relating to project management and contracts signed with private and foreign entities – on behalf of the Angolan people?!
Today, for example, according to senior officials of our Counterintelligence Services, there are credible information that several “ghost” corporations created by José Eduardo dos Santos and Xu Jinghua (Sam Pa) came from the loopholes of our GSB , namely:
Sonangol Asia Ltd,Ediama Sonangol, China Sonangol Finance International Ltd.,China Sonangol Gas International Ltd.,China Sonangol International Ltd.,China Sonangol International Holding Ltd., China Sonangol International Investment Ltd., China Sonangol Natural Resources International Ltd.,Sonangol Sinopec International Ltd, China Endiama International Limited, China Sonangol Singapore, China Sonangol Shanghai Petroleum Co Ltd, China Sonangol Wall Street, China Sonangol International Airlines, Endiama China International Holding Ltd, Endiama Asia Pacific Limited, etc.
So well handled as is our electoral system … it would be absurd to continue to deposit false hopes in civic and ethics of switching power by that route.
There are deep questions pending for solving … and certainly that the current national Constitution and voting system only serve as mechanisms for the perpetuation of the political power and consistent deliberate marginalization of the “voice against” the system in major decision-making in the country.
Therefore, the best alternative we have at the moment … would be the urgent convening of a National Conference, with the participation of all the stakeholders of this des (Republic) for a candidly and openly discussion about power-sharing through the establishment of a Commission for national reconciliation, compulsive reform of José Eduardo dos Santos and the appointment of a provisional Government for the multi-party elections “free fair and credible.
