Angola: Responsabilização Civil e Criminal

•  Lei Magnitsky  no nosso actual contexto jurídico-político

Washington D.C — Aprovada pelo Congresso dos EUA em honra ao advogado russo e activista dos direitos humanos, Sergei Magnitsky, assassinado pelo regime de Putin — a Lei Magnitsky é provavelmente um dos melhores instrumentos para responsablizarmos os nossos criminosos de colarinho branco. 

Essa lei — por além de proibir a entrada dos infractores nos Estados Unidos  e autorizar o Governo americano penalizá-los —  debruça-se mais particularmente sobre os abusos de direitos humanos e corrupção.

Numa palestra, aquando da sua última visita aos EUA enquanto Ministro das Relações Exteriores, Manuel Domingos Augusto revelou que o montante de dinheiro extraídos ilicitamente de Angola e confinados em diversos bancos americanos eram inimagináveis.

A existir tal soma monetária, a nossa sociedade civil tem o direito de exigir criminalização e responsabilização dos presumíveis violadores da lei quer no nosso país, quer nos Estados Unidos.

Regra geral, no entanto, crimes de corrupção estão ligados a graves abusos de direitos humanos. Resta ao sistema judiciário americano ou angolano determinar se as infrações dos pais são também transversais aos filhos.

Washington D.C. – Approved by the U.S. Congress in honor of the Russian lawyer and human rights activist Sergei Magnitsky, murdered by the Putin regime – the Magnitsky Act is probably one of the best tools for us to hold our white-collar criminals accountable. 

In addition to prohibiting entry into the United States of offenders and authorizing the US government to penalize them, the law addresses human rights abuses and corruption.

In a lecture during his last visit to the US as Minister of Foreign Affairs, Manuel Domingos Augusto revealed that the amount of money unlawfully extracted from Angola and confined in several American banks was unimaginable.

Civil society has the right to demand the criminalization and accountability of alleged lawbreakers both in our country and the U.S. if such a monetary sum exists.

In general, corruption crimes are associated with severe human rights violations. Furthermore, American or Angolan courts must determine whether parental infractions also apply to their children.
